Telecom Minister Kapil Sibal on Thursday shielded the government in the 2G spectrum scam and blamed the telecom policy brought by the NDA government in 2003 and followed by former telecom minister A Raja for the loss to the exchequer. "The court has indicted the 'first come first serve' policy, which was the NDA government's policy. It was their policy, which was followed by the UPA when it came to power in 2004," Sibal said .Sibal said that the UPA government was nowhere in charge for the multi-crore scam and claimed that the then finance minister P Chidambaram and the Prime Minister had no part to play in this.Putting the blame on A Raja, Sibal said, "The Supreme Court order says that the Finance Ministry's and the PMO's advise was not followed by the then minister."
